Touli verification must remain auditable, cost-aware, and contestable while supporting scale.

Decision

Use strict decision order:

1. Deterministic rules
2. AI classification/ranking
3. Human review for unresolved or contested outcomes

AI does not compute points and is not the final authority for materially significant outcomes where human review rights apply.

Consequences

• Better explainability and lower cost at scale.
• Clear appeal path for users.
• Requires robust review tooling and reason-code taxonomy.
